The Frascati Manual is the internationally recognised methodology for collecting and reporting data on research and experimental development. Worldwide, it is regarded as the standard reference for statisticians, policy makers and businesses on R&D, science and innovation.

GUIDELINES FOR COLLECTING AND REPORTING DATA ON RESEARCH AND EXPERIMENTAL DEVELOPMENT
Now in its seventh edition, it presents the definitions of core concepts, guidelines for data collection and classifications for compiling R&D statistics. The Manual sets out the five core criteria to help identify whether an activity is consistent with the general definition of R&D: “Research and experimental development comprise creative and systematic work undertaken in order to increase the stock of knowledge (including knowledge of humankind, culture and society) and to devise new applications of available knowledge.”
The Manual takes its name from the Italian city where, in 1962, the OECD Working Party of National Experts on Science and Technology Indicators (NESTI) first agreed on a common approach for measuring and reporting R&D statistics. The Manual has since been revised on six occasions to address new challenges and take into account the emerging interests of its users.

The Italian translation of the Frascati Manual 2015 is part of RING ODR’s editorial project dedicated to the OECD Manuals. The translation from English into Italian was carried out under official licence, with the supervision and final approval of the OECD itself. The translation project was overseen by RING ODR’s technical-scientific group, coordinated by Dott.ssa Alma Cardi see profile. The Italian translation of the Frascati Manual 2015 was sworn (giurata) pursuant to art. 5 of Royal Decree 9/10/1922 no. 1366, Presidential Decree 396/2004, and Law 445/2000, before the Court of Sassari, sworn translation deed no. prot. R.G.V.G. 3630/2021, CRON. 8769/2021, dated 7 December 2021.

One correction has been issued to date
The online version of the Frascati Manual 2015 is up to date. If you download it from the website from today onward, the error described below will no longer be present.
Errata corrige details: Table 2.2. Classification of R&D fields - ref. Part I, Chap. 2, par. 2.6. (page 62 in both the digital and printed versions).
In Table 2.2, specifically in the second row, “2. Engineering and technology sciences”, the original document listed 2.9 items instead of 2.11, omitting the fields “Mechanical engineering” and “Materials engineering”. The updated table is shown below.
