The Frascati Manual is the internationally recognised methodology for collecting and reporting data on research and experimental development. Worldwide, it is regarded as the standard reference for statisticians, policy makers and businesses on R&D, science and innovation.

GUIDELINES FOR COLLECTING AND REPORTING DATA ON RESEARCH AND EXPERIMENTAL DEVELOPMENT

Now in its seventh edition, it presents the definitions of core concepts, guidelines for data collection and classifications for compiling R&D statistics. The Manual sets out the five core criteria to help identify whether an activity is consistent with the general definition of R&D: “Research and experimental development comprise creative and systematic work undertaken in order to increase the stock of knowledge (including knowledge of humankind, culture and society) and to devise new applications of available knowledge.”

The Manual takes its name from the Italian city where, in 1962, the OECD Working Party of National Experts on Science and Technology Indicators (NESTI) first agreed on a common approach for measuring and reporting R&D statistics. The Manual has since been revised on six occasions to address new challenges and take into account the emerging interests of its users.
